
Dr. Eugenio Gonzalez
Senior Research Director, Statistics, Psychometrics and Assessment Innovations
Dr. Gonzalez is the Senior Research Director for Statistics, Psychometrics and Assessment Innovations at the ISC. Before joining the ISC, Dr. Gonzalez was a Principal Research Project Manager at the Educational Testing Service (ETS) where he was Project Director for PISA 2022 and PIAAC Round 2, and responsible for all technical documentation and international database training activities for PIAAC and PISA. Dr. Gonzalez formerly served as head of the Research and Analysis Unit at the IEA-Hamburg (2007-2012), was the director of quality control and field operations for the National Assessment of Educational Progress (NAEP) (2004-2006) and was the first director of international operations and data analysis of the ISC during his first years at the ISC.
In addition to his responsibilities at the ISC, he also serves as the director of the International Education Research Institute (IERI), a virtual institute sponsored by the International Association for the Evaluation of Educational Achievement (IEA). IERI focuses on improving the science of large-scale assessments by undertaking activities around three broad areas of work that include research studies related to the development and implementation of large-scale assessments; professional development and training; and dissemination of research findings and information gathered through large-scale assessments.
Since 1993, Dr. Gonzalez has conducted training activities for several research and governmental organizations and has been a developer and technical lead of customized software for analyzing international large-scale assessment databases such as the IEA’s IDB Analyzer and the Data Explorer. In addition, Dr. Gonzalez has served as an external consultant to several national and international large-scale assessment programs and has held teaching appointments at Boston College and the University of Massachusetts, Amherst. He received a Ph.D. in Educational Research, Measurement, and Evaluation in 1994 from Boston College, and an undergraduate degree in Psychology from the Universidad Católica Andres Bello in Caracas, Venezuela.
